President Trump signed a memorandum today, athorizing the construction of a new fleet of Arctic Cutters, in conjunction and alliance with Finland.
Ice cutters are crucially important to national defense because Russia is a primary instigator of hostilities. Navy ships require ice cutters to make it through the arctic ice to protect the northernmost border: Alaska.
At this time, the United States only has two arctic cutters.
