Universities in the United States are funded to a great extent with tax dollars in the form of government grants and loans that pay tuition, fees and books. Universities also receive grants for funding in the sciences and other areas. So, when Trump threatened to cut all funding to Columbia University in March, the school quickly moved to get in line with his demands.
The primary excuse for defunding Columbia and later other universities was "anti-semitism." By this, Trump was not talking about hated of Jewish people, but the protests against the nation of Israel's indiscriminate bombings of the Gaza Strip (which as of today has killed tens of thousands of civilians there).
Today, a press release from the Department of Education states that Columbia University agreed to pay $200 million in fines and reimbursements to the Federal government, and to end all initiatives seeing to create diversity and equity on compus, and all efforts to create an inclusive environment for students.
