What this means is that the VA may choose to exclude people based on marital status, national origin, or political affiliation. It may also choose to hire or fire based on these.
A spokesman for the VA said that veterans will continue to receive the care they've always received, and the change of bylaws was a "formality."
What we know about the United States, is that if something is not in writing, then it's up to the whims of whomever is in charge.
