CNN and other outlets have reported that Russia and China are engaging in a recruitment campaign targeting Federal Employees who have been fired and employees who may get fired. It seems they understand the haphazard nature of these firings and correctly understand that their security clearances are being left active even after they are terminated.
I suspect we will see a change in how these firings are carried out due to this. However, it's probably already too late, as these recruitments have allegedly been going on for some time.
